From the Charlottes Tandems Website:

We have a number of tandems available for disabled or less able people and those with special or additional needs to borrow for free. 
The borrowers all been mostly children so far, but we welcome applications from all ages.
We do not charge for our tandems, but welcome donations and would welcome any spare parts, cycle clothing or merchandise that we could give to our borrowers.  Charlotte's Tandems is a charity and its constitution is available on request.  Gift Aid forms are available here.
Tandems are a fun and safe way to get out and about as friends, a couple, family or group.
We have been lucky to get a number of tandems donated, so if you would like to borrow one or have a tandem or components to donate then please contact Alex.
We are in Gloucestershire, London and Essex in the UK., but are hoping spread out to other places in the UK.
